However, the pursuit of diversified funding introduces a secondary layer of operational complexity and institutional risk. The need to secure resources from a broader array of sources, including industry and international partners, often requires rigorous compliance. Analysis of international collaboration clusters shows that the United States and China, which had been rapidly moving closer together for decades, began moving apart after 2019.[28]
This divergence in collaboration rates, which coincides with events such as the NIH investigations [29], has had a measurable detrimental impact on scientific output. In life sciences, U.S.-China collaborations slowed and turned downward after 2019.[29] This friction affects overall scientific progress, leading scientists to express reluctance to start or continue partnerships, resulting in the loss of research talent and diminished access to labs and equipment in both countries.[30] Institutional leaders must therefore incorporate specific geopolitical risk assessment frameworks into their collaboration strategies to navigate this politically charged environment, especially given the stringent IP and security controls imposed by national initiatives like the Genesis Mission.[2]

Researchers can raise funds directly from the public or specialized investors by issuing tokens that represent ownership or future access to the research.[31] This direct, transparent funding model is utilized by organizations such as VitaDAO, which focuses on longevity research and has secured funding from prominent entities.[33] Crucially, DeSci platforms aim to ensure that researchers retain greater control over their intellectual property and data.[31] Furthermore, the peer-review process within DeSci can become community-driven and auditable on the blockchain, moving away from centralized, opaque journal-selected experts toward a more transparent system.[31, 34]
In a world where state-level political tensions are actively fracturing formal collaboration channels [29], DeSci serves as a strategic pressure valve. By operating via decentralized, cross-border blockchain mechanisms, DeSci offers a resilient pathway for scientific communication and cooperation that deliberately bypasses the bureaucratic and political friction points (such as national security mandates and explicit state political scrutiny) that plague centralized networks.
Despite their revolutionary potential, DAOs face substantial barriers to mainstream adoption, including challenges related to funding stability (often relying on volatile token markets), limited awareness and technical expertise among mainstream researchers, and legal uncertainty regarding how these decentralized structures fit within existing corporate and IP law frameworks.[31, 32]

Altmetrics should be institutionalized as a tool to systematically track, measure, and report research influence beyond traditional bibliometrics.[4, 27] By integrating these social media metrics into evaluation and reporting dashboards, institutions can strategically benchmark their global reputation and provide faculty with verifiable evidence of non-traditional societal reach, bolstering their competitive position for funding opportunities.[27]
5.3 Navigating Decentralization and Geopolitical Risk
The future of collaboration will be defined by navigating the friction of geopolitical fragmentation while selectively embracing decentralized organizational models.
A. Develop Geopolitical Risk Assessment Frameworks
In response to the current fragmentation (e.g., the US-China decoupling post-2019 [28]), academic institutions must develop rigorous, standardized geopolitical risk assessment procedures for all international research partnerships.[30] These frameworks must align with national security directives and manage stringent IP controls [2], ensuring that researcher compliance and institutional assets are protected in a complex global environment.
B. Pilot DeSci Integration
Research organizations should proactively establish legal and financial “sandboxes” or frameworks to safely pilot and explore engagement with Decentralized Autonomous Organizations (DAOs).[31, 33] This prepares the institution for future disruptive funding models, potentially offering a resilient channel for cross-border scientific communication that bypasses political friction.[31] Legal and IP risks associated with blockchain governance must be managed through specialized compliance structures.[32]
C. Formalize Citizen Science Programs
Institutions should invest strategically in infrastructure and staff expertise to formally support “science by the people” models, where communities lead research design and analysis.[35] Formalizing these programs ensures the generated data captures critical local wisdom and adheres to robust “data justice” principles.[36] This integration will generate robust, localized evidence of societal impact that fulfills the core objectives of Responsible Research Assessment.
